Eurozone crisis saves Germany tens of billions

BERLIN (AP) ? Germany has emerged as one of the biggest beneficiaries of the European financial crisis.

While other countries in 17-country group that use the euro have battled against investor fears that their economies are buckling under the pressure of too much debt, Germany has managed to save tens of billions of euros thanks to its reputation as a safe place for investments.

The bond markets have demanded that countries such as Italy and Spain pay prohibitively high borrowing costs rates to sell their debt amid worries over their sluggish economies and creaking government finances. Such high interest rates will burden these countries' state coffers for years to come.

Financially healthy Germany, meanwhile, has secured billions of euros in debt at record low ? sometimes negative ? interest rates.

Germany has long been seen as a safe bet. It is Europe's biggest economy and is the biggest single contributor to eurozone rescue funds, with a gross domestic product of ?2.6 trillion ($3.17 trillion). The country's economy has grown steadily in the past two years and, with quarter-on-quarter GDP growth of 0.5 percent, prevented the eurozone a whole from sliding into recession in this year's first quarter.

The country recently sold billions of its 10-year-bonds with an interest rate ? or yield ? of around 1.5 percent. Last Wednesday, it auctioned ?5 billion ($6.1 billion) in two-year treasury notes with an average yield of minus 0.06 percent.

In other words, investors are losing money and paying Germany for the privilege of safely parking their funds in the state coffers. Growing Germany offers the prospect of risk-free debt repayment, and other safe investments don't offer great interest rates ? the European Central Bank recently cut the rate on its overnight deposit facility to zero.

"The interest rates are unnaturally low at the moment," Finance Minister Wolfgang Schaeuble acknowledged last month, adding they reflect the amount of "uncertainty in financial markets."

The side-effect, however, is a gain for Schaeuble's coffers.

"Germany saves about ?10 billion ($12.5 billion) this year alone thanks to the low interest rates," economist Jens Boysen-Hogrefe of Germany's Kiel Institute for the World Economy told The Associated Press.

Some analysts argue that the eurozone debt crisis has already secured Germany a windfall of about ?100 billion ($125 billion) for Germany, giving the government extra leeway for growth-friendly spending or reducing its debt burden while other countries in the eurozone struggle to stay afloat.

Germany's savings from its bond sales are little talked-about because money that is not spent is harder to keep track of. But a look into the government's past financial outlooks gives an idea of the sums Germany is saving: In 2009, the government forecast that it would have to spend ?52 billion to service its debt in 2013. Now, it expects that cost to total only ?20 billion next year.

Comparing what Germany paid in yields since 2009 with the period from 1999 to 2008 ? when it paid much higher interest rates, economist Boysen-Hogrefe estimates the German central government will save some ?68 billion through 2022 on the debt it has auctioned off since 2009.

"If there are no major catastrophes stemming from the eurozone crisis, the figure will soon be in the three digit range," he said.

If the debt issued by state governments and municipalities are also added into the equation, Germany's savings through the low interest rates could be about 50 percent higher still, resulting in a figure already well above the threshold of ?100 billion through 2022, he added.

By not having to pay higher interest rates on its debt, Germany has been given an opportunity to slash its budget deficit without having to drastically reduce its spending ? or having to introduce any of the austerity measures it has recommended other European countries implement. The government expects to have a fully balanced budget by 2016 and aims to start reducing its debt of ?2 trillion ($2.5 trillion), about 80 percent of the nation's GDP.

Germany benefits from the eurozone's debt crisis, but it also has to shoulder major risks. If the crisis drastically escalates, with one or possibly several member states abandoning the currency, Germany as the bloc's economic heavyweight could have to inject up to ?300 billion in the form of loans and guarantees to weaker European members and the bloc's rescue funds. That would be about equivalent to the central government's budget for one year.

However, should the crisis in the eurozone worsen, Germany's savings are in danger of being seriously eroded. Roland Doehrn, the RWI economic think tank's chief expert on growth and economic cycles, argues that gains from the eurozone's problems should not be viewed in isolation. The first phase of the region's financial crisis ? the 2008 financial storm set off by the bankruptcy of U.S. investment bank Lehman Brothers ? cost Germany dearly, forcing it to take on more debt to rescue banks and stimulate the economy.

Because Germany's overall debt significantly rose since 2008, he argues, it is not that easy to say how much Germany is exactly saving because of the eurozone crisis alone. As a ballpark figure, however, an interest rate lower by 1 percent on a debt pile of ?2 trillion would mean annual savings of about ?20 billion, he added.

"If interest rates go up again, that would mean significant additional spending for Germany," he said, noting that such a development could easily unravel the government's hopes to balance its budget by 2016.

Schaeuble, who previously said that Germany's sustainable long-term interest rate on 10-year-bonds should be in the 2 percent range, said he hoped that the country's interest rates would go up again once the eurozone is out of its current turmoil.

"I believe the interest rate level ? which practically is a negative interest in real terms ? is more the reflection of the financial markets' worries than of stability. That's why I prefer stability (for the eurozone), then we will still have a low interest rate level," he said.

Schaeuble acknowledged that "some of our partners in Europe suffer from the burden of too high interest rates caused by the irritations in financial markets,"

But he insisted that those countries must reform their economies and bring their finances in order to regain market confidence.

"One does not have to apologize that the trust in the Federal Republic of Germany (...) is high in financial markets," he said.

6-year-old girl confirmed killed in Colorado shootings

Annie Dalton confirms that her great-niece, Veronica Moser, 6, was among those killed Friday's Colorado movie theater shootings.

By M. Alex Johnson, NBC News

Updated at 3:39 p.m. ET: As victims and relatives began to return Saturday to the theater where a gunman killed 12 people in Aurora, Colo., a 6-year-old girl was confirmed to have been among the victims.

M. Alex Johnson is a reporter for NBC News. Follow him on Twitter and Facebook.

Veronica Moser, 6, died in the shooting rampage Friday morning, her great-aunt, Annie Dalton, told NBC News.

Fifty-eight other people were injured in the shootings. Twenty-eight remained in area hospitals Saturday afternoon, seven of them in critical condition. James Eagan Holmes, 24, a graduate student at the University of Colorado-Denver, was arrested outside the theater, clad in black body armor and armed with three weapons.

Veronica's mother, Ashley Moser, 25, was shot in the throat and the abdomen. She remains paralyzed in critical condition and hasn't been told of her daughter's death, Dalton said.

"This is just a nightmare right now," Dalton said. "It's a nightmare.

"Eveything's surreal. It's just surreal."

People who attended the midnight screening of "Batman: The Dark Knight Rises" were allowed to return to the theater Saturday to retrieve their automobiles, which were left behind during the evacuation and subsequent investigation. Some of them left flowers and flags as tributes.

Victims of Colo. shooting include sailor, aspiring sportscaster

Military authorities identified two?victims Saturday, confirming that Petty Officer Third Class John Larimer, 27,?Air Force reservist Jesse Childress, 29,?assigned to the 310th Force Support Squadron at Buckley Air Force Base in Aurora, died from their injuries?sustained in the shootings.

The Arapahoe County Coroner's?Office confirmed the identities of 11 fatalaties and tentatively confirmed the 12th?who died in the shooting rampage and its aftermath.?

?

In Colorado and across the country, friends and family members of missing moviegoers anxiously awaited word on their loved ones, hoping for good news but fearing the worst.

The final bodies were removed from the theater a little after 5 p.m. Friday (7 p.m. ET), Aurora police chief Dan Oates said. He said police met with about 70 family members and friends to give an accounting of bodies that had been identified.

Police said families of the dead were being notified Friday night.

'It just lit up the theater'
Survivors said gunman was calm and purposeful as he opened fire from the front of the theater about 12:39 a.m. (2:39 a.m. ET).

"He shot once, and it just lit up the theater," said Pierce O'Farrill, who was attending the film with a friend. O'Farrill was wounded in the shoulder and the leg, and friend was also shot. Both are expected to survive.

After barely escaping a mall shooting last month, aspiring sports reporter Jessica Ghawi did not survive the theater shooting. Her brother spoke to reporters about her remarkable spirit. NBC's Kristen Dahlgren reports.

"He cocked and shot again," O'Farrill said. "At that moment, I grabbed my buddy, and we just hit the deck you know. I said, 'Get down! We have to get down!' And so I just buried my head down just in the aisle and just started to pray."

Stephen Barton and a friend were driving across the country from Connecticut and happened to be in Aurora when they decided to take in the "Dark Knight Rises" opening. Barton was wounded in the shoulder.

"At the time, I thought it was still fireworks. Then I got hit here," he said, pointing to his shoulder, "and then I realized it was something much more serious. And then people started screaming. There was a lot of chaos."???

Patricia Legarreta of Denver, who was attending the movie with her fianc? and her two young children, suffered shrapnel wounds in her leg.

"There was a moment when the shooting stopped and I saw people running, and at that moment I just grabbed the baby and I just grabbed my daughter, just got out as fast as I could," Legarreta told NBC station KOB of Albuquerque, N.M. Legarreya recently moved to Denver from Espanola, N.M., where most of her family lives.

"I was thinking: 'We just gotta get out. I just gotta get out the doors, and if I fall dead just get my kids out of here," she said.

"It was just so horrible."

Aurora is a suburb less than 10 miles east of Denver, with a population of about 333,000 people. It is just 15 miles?northeast of Columbine High School in Littleton, scene of a 1999 massacre in which two gunmen killed 12 fellow students and a teacher and wounded 26 other people before killing themselves.

The Red Cross set up a Safe and Well list where victims can list themselves to let their relatives know they're alive. You can view the list here.

Basic Do-It-Yourself Tips for Repairing Leaky Shingle Roofs

It is usually not a good idea to tackle dripping water from the ceiling by placing a pail to catch the drops. This quick fix does not address the real problem of a leaky roof. Ignoring water seeping through the roof, into the frame, and finally to the ceiling, can prove to be a regretful act once that small hole expands and aggravates the issue. Next thing you know you'll find yourself spending thousands of dollars to overhaul your rooftop, all because you did not opt to discuss the issue early on when the problem was still manageable.

Many homeowners in Nebraska whose rooftops comprise antiquated shingles know this problem too well. Here are tips to help you avoid the headache of a small problem escalating quickly, particularly to those with roofs made of shingles.

Before climbing out your attic window to start working on fixing your roof, see to it that you are not stepping into a wet rooftop. Slipping and falling from one's roof looks hilarious in movies only. Treading your rooftop during the afternoon on a warm day is the ideal time in Omaha to deal with your leaky roof.

There are three things that you can do by yourself to roofing Omaha homes: replace damaged shingles, repair cracked shingles, and secure curled shingles. For other complicated tasks that deal with a wider area, it is best to leave the dirty work to professional roofers. For now, you only need to assure yourself that your amateur carpentry skills will set those delinquent shingles to the straight path with your own brand of disciplinary gluing.

Many roofing contractors Omaha residents hire know too well that shingles that are partly torn have to be replaced entirely. Gently pry whatever remains of the torn shingle with a pry bar, then carefully remove nails that jut out from underneath the shingle. However, brittle shingles need no tender loving care when prying them out. Be sure to remove any residue of the brittle shingles completely so you can adequately fit the gap with a new set of shingles. In addition, prepare a fresh batch of nails, preferably those that can withstand sudden changes in the weather.

As you inspect your roof for missing shingles and damaged tiles, you may spot a curled shingle or two. Do not attempt to remove them. You can still repair them easily by applying roofing adhesive and weighing down the shingle with a brick. As Omaha roofing contractors suggest, leave the bricks for 24 hours before removing them. Go to thisoldhouse.com/toh/article/0,,219567,00.html for more information on how to fix damaged roof shingles.

Gilt-Trip: Scientists Add Gold to Boost Lithium Car Battery Range

News | Technology

Air-breathing lithium batteries that go far beyond the capacity of current power packs may be in the offing

battery, lithium, electric vehicleLITHIUM-AIR BATTERY: University of Saint Andrews chemists are searching for the right combination of materials that could make a working lithium?air battery a reality, not to mention stand up to the rigors of repeated charging and discharging. Image: Courtesy of the University of Saint Andrews

A rechargeable, air-breathing battery that can store up to 10 times the energy of today's conventional lithium ion batteries could be just the breakthrough that makes electric cars practical?if it ever leaves the laboratory. Scientists worldwide are searching for the right combination of materials that could make a working lithium?air battery a reality, not to mention stand up to the rigors of repeated charging and discharging.

Today, however, chemists have unveiled a material that seems to do the trick: gold.

Researchers at the University of Saint Andrews in Scotland are the first to acknowledge that an electric car battery made of gold would not be practical. But by using gold in an experimental battery, they have taken a crucial step on the way to a viable mass-market lithium battery that can power an electric car for hundreds of kilometers between charges.

The Saint Andrews chemists, in a paper published in the journal Science on Friday, describe how an experimental lithium?air battery featuring an organic electrolyte (dimethyl sulfoxide) and a porous gold electrode maintained 95 percent capacity after 100 charge?discharge?recharge cycles.

Scientists are interested in lithium?air batteries because the current lithium ion technology has inherent storage capacity limitations that doom it as a long-term option for electric cars. Lithium ion batteries used in electric vehicles rely on a metal oxide or metal phosphate (typically cobalt, manganese or iron-based materials) cathode as a positive electrode, a carbon-based anode as a negative electrode and an electrolyte to conduct lithium ions from one electrode to the other. When the car is driven, the lithium ions flow from the anode to the cathode through the electrolyte and separator membrane. Charging the battery reverses the direction of ion flow. The limited number of ions that can be stored in these electrodes, however, has prompted researchers to look in new directions.

"Lithium ion batteries are in many ways the best we have right now in terms of energy density, and they'll be with us for quite some time, including in electric vehicles," according to Saint Andrews chemistry professor Peter Bruce. "But we already know that if we can double the energy storage in those batteries, that's going to be the limit of what's possible. Lithium ion batteries won't meet our needs moving forward, hence the interest in looking at alternatives such as lithium?air."

In principle, lithium?air batteries would collect oxygen from the air while the vehicle is in motion. That means they would not need heavy-metal oxides that add weight to the battery yet offer limited storage. The oxygen molecules react with lithium ions and electrons on the surface of a porous gold cathode to form lithium peroxide. This lithium peroxide formation during discharge leads to an electrical current that powers the car's motor. When charging, the reverse reaction takes place?the oxygen is released back into the atmosphere.

Thus far, the cathodes and electrolytes being tested for use in lithium?air batteries decompose and degrade to the point where there is little lithium peroxide formation or only partial formation and decomposition after only a few charge?discharge cycles, Bruce says. He and Saint Andrews colleagues Zhangquan Peng, Stefan Freunberger and Yuhui Chen had been searching for a reaction at the electrode that could be repeated over many cycles.

Given the need to keep battery costs down, the Saint Andrews team suggests that instead of all-gold electrodes, one option might be to coat carbon with gold and observe whether the results are comparable.

"We've demonstrated that the electrochemical reaction that needs to take place in an air battery does work and does seem to be reversible," Bruce says. He and his team turned to gold as a possible electrode material because the metal is a stable substrate for oxygen reduction in nonaqueous (made from a liquid other than water) systems. The use of a porous gold provides voids for incorporation of the solid lithium peroxide, something not available from planar (flat, nonporous) gold. "We don't really know what it is about the nanoporous gold that seems to give us this level of stability, more work needs to be done to determine this," he acknowledges.

Lithium?air battery research is also underway at Argonne National Laboratory, the Massachusetts Institute of Technology, IBM and elsewhere, so stay tuned.

West Seattle Blockwatch Captains? Network: Parade, Meetings, CPT Officers and Night Out

Summer update press release from WSBWCN:

Hi Everyone,
A few summer updates for you:

?West Seattle Grand Parade: This year, we decided that it would be a great opportunity to have some fun and get some visibility by walking in the West Seattle Grand Parade. You and your family/friends are invited to join us this Saturday, July 21! It should be great fun for kids (of all ages), especially those who like to dress up or are creative. I?d love to see some of you in 9-1-1 costumes to hand out 9-1-1 stickers. We also have No Soliciting signs and informational flyers about WSBWCN to give away. We could use a (decorated?) wagon or two to transport our handout materials. We?ll also need some signs espousing community building, crime prevention, and emergency preparedness. Perhaps you have better/other ideas?

The parade starts on Saturday, July 21 at 11:00 AM, so we?ll need to be in the Admiral staging area at 10:30. Look for our new West Seattle Blockwatch Captains? Network banner that d?buted at the BW Appreciation party! If you can join us, please email WSBWCN at wsblockwatchnet[at]gmail.com so we can send you updates or additional information. Looking forward to having fun with other BW Captains!

?Night Out is August 7 (registration information here) ? need materials for your event? We again have Night Out materials that you can give to your block watch members! Bags for adults and bags for younger kids are available. The blue 9-1-1 bags for kids include a coloring book that teaches about 9-1-1 and some stickers. The white Adult bags contain No Soliciting signs, and other printed materials about Personal Safety, Vehicle Security, Suspicious Activity, OK/HELP signs, out-of-area contact cards, and other materials. These are the same basic materials that we provided last year, so you may primarily want them if your neighborhood has some new members or you didn?t get them last year.

We will NOT be having a meeting in July but if you didn?t pick up materials at last month?s meeting, the materials are available for you to put together and pick up on Tuesday, 7/31 from 11-1 PM in our regular meeting room at the SW Precinct (2300 SW Webster Street). We have some of the materials in multiple languages, so you can customize the materials for your bags if desired. If that time doesn?t work for you, email us at wsblockwatchnet[at]gmail.com and perhaps we can setup up one more pickup time before Night Out.

Note: If you are having a Night Out event, you can register with the city here to close your street without a permit fee.

? No WSBWCN meetings until fall: As we have done in the past, no regular meetings in July or August. Meetings will resume September 25.

? Upcoming summer events: The SW Precinct Picnic is August 11. Other events where WSBWCN will participate are listed on our website.

? Re-deployment of CPT Officers: As reported recently in West Seattle Blog and the West Seattle Herald, our Community Police Team (CPT) officers have been re-deployed for at least the summer months. Hopefully, we can get them back in the fall. I checked with Lt. Pierre Davis about what we should do in the meantime if we have a need for help from the CPT officers regarding an ongoing neighborhood problem or problem household. Lt Davis said that although the CPT officers have been re-deployed, they will still receive phone messages and emails; although they most likely will not be able to respond in as timely of a manner as before. As well, Mark Solomon, the Crime Prevention Coordinator who helps to establish block watch groups in our area is very knowledgeable in these matters and may be able to help you with solving neighborhood issues. He also has a huge area of responsibility, so you may have to wait a little longer than you like to connect with him as well. So, do contact them if you have a problem and let us know how that is working out for you.

Have great Night Out and a fun summer!
