Japan approves new stimulus for ailing economy

TOKYO (AP) ? Japan's Cabinet approved a 423 billion yen ($5.3 billion) economic stimulus package on Friday, moving to fend off recession as the recovery in the world's third biggest economy falters.

The emergency spending package, which is double the size originally expected, is also meant to help make up for lost momentum from reconstruction in the region devastated by the March 2011 earthquake and tsunami.

But officials said the boost to the economy would be modest, in the range of 0.1 percent of gross domestic product.

The new stimulus will be paid for from government reserves. Prime Minister Yoshihiko Noda's leeway to boost spending is limited by a legislative standoff preventing issuance of deficit-covering bonds as the country faces a "fiscal cliff" of some 38.3 trillion yen ($479 billion).

Noda has ordered the government to draft further measures to boost growth by next month, and the legislature is due to convene an extraordinary session on Monday.

Chief Cabinet Secretary Osamu Fujimura said Noda told the Cabinet the package was meant to speed up Japan's revitalization and help end a long and debilitating spell of deflation.

Friday's decision coincided with news of a 0.1 percent fall in the consumer price index in September, adding to pressure on the central bank to ease policies to help fight deflation, or falling prices, which can hinder economic growth.

National policy minister Seiji Maehara has been among the most vocal officials pushing the Bank of Japan to do more to boost growth, sitting on central bank board meetings to emphasize the government's desire for more action.

Japan's economy has remained in the doldrums for over 20 years and a hoped-for export-led recovery has been stymied by the European crisis and slowing growth in China and elsewhere.

Many economists believe there is a growing risk of a recession, contrary to the central bank's expectations of a pickup in growth later in the year.

Although interest rates are near zero, the bank could further expand its asset-buying program to convince markets it is determined to break out of Japan's deflationary slump, said Matthew Circosta, an economist with Moody's Analytics in Sydney, Australia.

"If they have an inflation goal of 2 percent or 3 percent they should pull out all stops to achieve it," he said. "They've just got to be more aggressive than they are now," he said.

The stimulus package includes more than 264 billion yen ($3.3 billion) on disaster prevention and spending on projects and subsidies to help along the lagging recovery along the northeastern coast, where the magnitude 9.0 earthquake on March 11, 2011 and ensuing tsunami left more than 19,000 people dead or missing.

A big chunk of that is to go to support for small- and medium-size businesses. It also earmarks some 41 billion yen ($514 million) for renewable energy projects.

The package will pay for more ships and helicopters for Japan's Coast Guard, which has sought additional resources to help it patrol territorial waters being contested by China.

The government is also pledging 3.8 billion yen ($47.5 million) for support of research related to work by Shinya Yamanaka, winner of the 2012 Nobel Prize in medicine, on reprogramming mature human cells into stem cells ? a discovery that could lead to new treatments for various diseases.

Ghost busting: Study examines influence of media messages on perceptions of paranormal investigators' credibility

ScienceDaily (Oct. 24, 2012) ? The fourth installment of the Paranormal Activity films topped the box office last week. Television channel SyFy's hit show Ghost Hunters scares up big ratings, and has spawned copycat series on networks ranging from Biography to Animal Planet.

The omnipresence of paranormal entertainment piqued the interest of Paul Brewer, professor of communication at the University of Delaware, who wondered what makes viewers believe -- or disbelieve -- what they see on the screen.

His resulting study, recently published in the journal Science Communication, examines the influence of media messages about paranormal investigators on how people perceive the investigators' credibility. Brewer conducted an experiment asking participants to read one of four versions of a newspaper article. After reading the selected article participants filled out a questionnaire.

"It wasn't just any story about paranormal investigators that made people believe in ghosts and haunted houses," Brewer said, "it was a story about how they were scientific."

One version of the article described a paranormal investigator's "scientific" approach to his work, including his use of various instruments, items Brewer describes as "trappings of science."

One specifically mentioned in the article is an electromagnetic field (EMF) detector, used to locate sources of electricity. Members of the group who read this article were much more likely to call the investigators scientific and credible, as well as to believe in the paranormal. Brewer said the findings could trouble paranormal skeptics.

"They might look at this and say, well, all it takes is to sprinkle some acronyms in there and wave around cool looking things that beep and suddenly people believe in ghosts and haunted houses."

Still, his findings do offer some solace to skeptics. Another version of the article in the study was identical to the "scientific" version until the end, where an extra paragraph was added. It quoted a professor debunking the investigators' expertise. That article's group was swayed by the opposing viewpoint and rated the investigators' credibility at levels below the first group.

"What the media can do, the media can take away," Brewer said.

    Ancestry.com Selling For $1.6 Billion, Will Receive Premium Buyout ...

    Ancestry.com is being sold to European firm Permira for a whopping $1.6 billion. Not bad for a site that bases its entire existence on tracking a person?s family tree.

    According to reports Ancestry.com agreed to the 9.7% premium sales price on Monday. Ancestry.com first explored a sale in June, since that time shares have skyrocked by 41% at the genealogy website.

    Since going public in 2009 shares at Ancestry.com have more than doubled, attracting attention from various private equity firms.

    Ancestry.com is a huge hoarder of data with more than 2 million paying subscribers, 10 billion records and almost 40 million family trees.

    Ancestry also owns websites ?MyFamily.com, ProGenealogists, and Rootsweb.com, genealogy software Family Tree Maker and Footnote.com. The latter platform holds billions of image that contain various historical records.

    Ancestry.com is a global company that operates websites throughout parts of Europe and in Australia, China and Canada.

    There are various family ancestry sites but Ancestory.com has become a mainstream entity, going so far as to partner with NBC for the reality TV show Who Do You Think You Are??which helped celebrities trace their family genealogies.

    Ancestry.com is also no stranger to controversy, the site came under fire last year when the social security numbers of recently deceased people were leaked through the company?s Social Security Master File.

    How Permira will leverage Ancestry.com to earn back its $1.6 billion buy price is not yet known. With the ability to reach a large unique visitor base it?s likely that much of Ancestry.com will continue with business as usual.
